How to increase CPU/Case fan speed?

I recently made my self a new pc with a AMD Athlon 5200+ DUal core but I dont think the tock fan is doing its job well enough. My Idle temp hovers around in the 40's and IDK my load temp yet as Im too afride to push it and wreck my 120$ CPU. I also got a case fan and its working but I know it should be able to go higher.
My CPU Fan is of the 4-wire type and my Case fan the norm (3-wires)

Is there any way to increase fan speed through windows? Or in my BIOS on My ASUS M3A78-EM Board? I also herd that if you cut the blue wire (speed control) and contect to power it will run the fan at full speed, will this really work?

(One more thing, I know my CPU temp is definatly to high as my other PC with a screwed up fan on full speed hovers around the high 20's to high 30's)
BTW I have no more money ATM for a new fan...

You know you can purchase better processor coolers, right?

There are whole companies dedicated to increasing processor cooling. Ever think about water cooling? How about a combination of air cooling and peltier electric cooling? Ultra has a few of those.

I prefer my Tuniq Tower, but that's just me.

Somebody in the mail room has a serious sense of humor. The last time I looked
at a Jeff Dunham release (**Spark of Insanity**), I had the unmitigated
audacity to suggest that I didn't find Jeff funny (and that he was
unthinkingly racist and sexist). Boy, did that tick some people off. It has
been, by far, my most contentious review for DVD Verdict. I even received hate
mail from a guy who claimed to have been in the audience when the show was
recorded telling me how funny he and his fellow audience members found it (Of
course! 'Cause if I spent the dollars to see Jeff Dunham in person, you can be
sure I'd enjoy myself, too). So here I am to review Dunham's fourth Comedy
Central special, **Controlled Chaos**. The good news is that a lot of things
have improved between the last Blu-ray and **Jeff Dunham: Controlled Chaos
(Blu-ray)**. The bad news is that Jeff's comedy is not one of them.

Jeff Dunham has his schtick down to a science: open with some stand up, bring
out the puppets. We get extended segments ...
