i know i can upgrade vista but i don't know if my processor is 32 bits or 64 bits

It should be 64 bit capable as Acer 3100s come with Sempron 3200+, which is a cut down Athlon 64. It has less cache but retains 64 bit support. Still the main reason people upgrade to 64 bit OSs is if they have more than 3GB of RAM. You can get slightly better performance with a 64 bit OS but then it's much harder to find hardware drivers for them.
